Vietnam: The electricity allocation for next month must be completed before the 17th of the current month

On September 07, 2011, the Ministry of Industry and Trade of Vietnam issued Circular 34/2011/TT-BCT stipulating the formulation and implementation of the electricity supply plan when the national power system lacks electricity sources.

Article 13 of Circular 34/2011/TT-BCT stipulates the plan for electricity supply within the province for the next month in Vietnam as follows:

1. In case of a shortage in the national power system for the next month, before the 17th of the current month, based on the approved national electricity allocation plan for the next month as per Article 12 of Circular 34/2011/TT-BCT, the Northern, Central, and Southern Electricity Corporations must allocate the electricity output for each week of the next month to the affiliated provincial electricity companies according to the method stipulated in Article 6 of Circular 34/2011/TT-BCT, publish on the unit's web portal, and simultaneously report to Vietnam Electricity and the Electricity Regulatory Authority of Vietnam for monitoring and supervision.

2. Before the 19th of each month, in case of a shortage in the national power system for the next month, based on the approved annual plan for electricity supply within the province as per Article 11 of Circular 34/2011/TT-BCT and the electricity allocated by the regional Electricity Corporation for the next month, the provincial electricity companies are responsible for formulating the plan for electricity supply within the province for the next month and submitting it to the provincial People's Committee for approval.

3. Before the 19th of each month, in case of a shortage in the national power system for the next month, based on the approved annual plan for electricity supply within the province as per Article 11 of Circular 34/2011/TT-BCT and the approved national electricity allocation plan for the next month, Hanoi Electricity Corporation and Ho Chi Minh City Electricity Corporation are responsible for formulating the plan for electricity supply within the city for the next month and submitting it to the municipal People's Committee for approval.

4. The plan for electricity supply within the province for the next month is formulated according to the principles stipulated in Article 9 of this Circular and must include the following contents:

+ A list of critical customers who are not subject to restrictions in the event of a shortage as stipulated in Decision No. 39/2005/QD (if any changes);

+ Electricity allocation for the various electrical loads and major customers of distributed electricity and distribution and retail units;

+ Methods of regulating and reducing electricity for the various electrical loads and major electricity consumers.

5. The Department of Industry and Trade is responsible for advising the provincial People's Committee to approve and announce the plan for electricity supply within the province for the next month before the 22nd of the current month.
