Vietnam: The education quality assessment is carried out every five years

This is a notable content of Circular No. 62/2012/TT-BGDĐT of the Ministry of Education and Training of Vietnam promulgating the Regulation on the process and frequency of education quality assessment of universities, colleges, and vocational high schools, issued on December 28, 2012.

Specifically, according to Article 3 of the Regulation on the process and frequency of education quality assessment of universities, colleges, and vocational high schools enclosed with Circular No. 62/2012/TT-BGDĐT of the Ministry of Education and Training of Vietnam, the education quality assessment standards provided by the Ministry of Education and Training are the requirements and conditions that the educational institution must satisfy to receive the certification of meeting education quality standards. Each educational level has a separate education quality assessment standard. Each standard comprises a number of criteria. Each criterion for education quality assessment is a requirement and condition that must be satisfied from a particular aspect of each standard.

Besides, Article 4 of this Regulation also stipulates that the education quality assessment is to contribute to the assurance and enhancement of the education quality; determine the extent of achievement of the targets set over a certain period; is the basis for educational institutions to explain the current education quality to competent State management agencies and the society; is the basis for learners to select educational institutions, and for employers to select their staff.

Moreover, the education quality assessment must be:

- Independent, objective, lawful;

- Truthful, open, transparent;

- Equitable, compulsory, periodic.

Article 5 of this Regulation also stipulates that the process of education quality assessment includes the following steps:

- The educational institution carries out internal assessment;

- The educational institution applies for the external assessment carried out by an education quality assessment organization, and request the certification of meeting education quality standards;

- The education quality assessment organization carries out the external assessment;

- The education quality assessment organization verifies, certifies, or refuses to certify that the educational institution meets the education quality standards.

Note: The education quality assessment is carried out every five years.
