Vietnam: The dam and reservoir safety testing after the earliest testing shall be conducted once every five years

This is a notable content of the Decree No. 114/2018/NĐ-CP of Vietnam’s Government on dam and reservoir safety management.

According to Article 18 of the Decree No. 114/2018/NĐ-CP of Vietnam’s Government, dam and reservoir safety testing is prescribed as follows:

- The first testing shall be conducted in the third year from the water storing date to the date the water level is equal to the retention water level or in the fifth year from the water storing date.

- The testing after the earliest testing for specially important, large and medium-size dams and reservoirs shall be conducted once every five years.

- Irregular testing shall be conducted in case:

+ any damage or degradation of dams and reservoirs that pose a risk to dam and reservoir safety is found;

+ there are grounds for extending the service life of the dam and reservoir at the end of their design life or such irregular testing is considered basis for repair and refine of dams and reservoirs;

+ there is any testing decision by regulatory agencies holding the authority to issue testing decision as prescribed in Clause 4 this Article;

- The authority to decide irregular testing

+ The Ministry of Agriculture and Rural Development shall decide irregular testing of specially important irrigational dams and reservoirs and irrigational dams and reservoirs of which operation and protection relate to 2 or more than 2 provinces;

+ The Ministry of Industry and Trade shall decide irregular testing of specially important hydroelectric dams and reservoirs and hydroelectric dams and reservoirs constructed in the area of 2 or more than 2 provinces;

+ Provincial People's Committees shall decide irregular testing of provincial dams and reservoirs, except for dams and reservoirs prescribed above.

- Testing matters

+ With regard to specially important and large dams and reservoirs: Verify and analyze dam and reservoir monitoring data, survey and explore risks and impairment of works, check the landslide and sedimentation of the reservoir, check the capacity for flood discharge of the reservoir under current national technical regulations and standards, hydrometeorology document and basin changes that have been updated and assess the quality and safety of dams and reservoirs;

+ With regard to small and medium-size dams and reservoirs: Survey and explore risks and impairment of works, check the landslide and sedimentation of the reservoir, check the capacity for flood discharge of the reservoir under current national technical regulations and standards, hydrometeorology document and basin changes that have been updated and assess dam and reservoir quality and safety.
