Recently, the Ministry of Finance of Vietnam issued Circular 46/2014/TT-BTC on regulations regarding the examination, management, issuance, and revocation of valuer cards in Vietnam.
Vietnam: Test for foreign valuation certificate holders (Illustrative image)
Circular 46/2014/TT-BTC specifically provides for the organization of the test for foreign valuation certificate holders in Vietnam as follows:
1. Conditions for taking the test
A foreign valuation certificate holder who registers for the valuer test in Vietnam must meet the following conditions:
- Fully meet the conditions as stipulated in Clause 1 Article 4 and Clause 1 Article 12 of this Circular;
- Hold a valuation certificate issued by a competent foreign organization that has been reviewed and decided by the Ministry of Finance (Examination Council).
2. Organization of the test
- The test is organized by the Ministry of Finance together with the valuer exam;
- The paper is Law applicable in the field of prices and valuation. the test content is as stipulated in Section 1 Part II Appendix 01 attached to this Circular;
- The language used in the test is Vietnamese;
- The test duration is 150 minutes.
3. Registration application
The registration application includes:
- Registration form certified by the entity where the employment contract is signed, with a 4x6cm color photograph taken within 6 months up to the registration date, and stamped according to the form stipulated in Appendix 03 attached to this Circular;
- Certified true copies and Vietnamese translations, including Curriculum vitae certified by the labor-management agency; foreign valuation certificate as stipulated in this Circular;
- Certified true copy of identity card or passport;
- 03 (three) 4x6cm color photographs taken within 6 months up to the registration date, 03 (three) stamped envelopes with the recipient's name and address;
- For foreigners, a certified true copy of the valid temporary residence card in Vietnam;
- Exam fee receipt.
Note: The test registration procedures are the same as the registration procedures for the valuer exam.
4. Test results
- A passing test score is 5 (five) points or above on a 10-point scale;
- Those who pass the valuer test will be issued a valuer card by the Ministry of Finance;
- Other related content regarding the test, management, issuance, and revocation of the valuer card shall follow the provisions of this Circular.
