Vietnam: Tasks that agricultural cooperatives must carry out when implementing specific contracts

Agricultural cooperatives, cooperative unions operate in the fields of crop cultivation, livestock farming, forestry, fisheries (aquaculture), sericulture, irrigation, rural clean water supply (hereinafter referred to as agricultural cooperatives) must be responsible for carrying out the following tasks in organizing the implementation of specific activities as regulated in Article 3 of Circular No. 06/2019/TT-BNNPTNT of the Ministry of Agriculture and Rural Development of Vietnam:

- Developing production and business plans to meet seasonal production requirements, the scale of agricultural commodity production, market demands, ensuring food safety; addressing fragmented and small-scale production; having solutions to prevent risks, natural disasters, diseases, climate change, and protect the environment, resources, and natural resources at the local level.

- Applying and implementing safe production techniques suitable for the conditions of the cooperative, legal regulations, and meeting market requirements.

- Organizing training, capacity building, technology transfer, technical advancements, and agricultural promotion for cooperative officials, members, and non-member customers.

- Completing legal procedures and mobilizing resources to ensure the organization of specific activities and the production and business plans of the cooperative.

- Providing information and guidance to members and organizations, individuals affiliated with the agricultural cooperative to effectively implement linked contracts and the production and business plans of the cooperative.

- Organizing the supply of products and services, ensuring quality, competitive prices, and compliance with legal regulations.

- Coordinating with agricultural insurance organizations and related partners to support cooperative members in implementing risk control measures, procedures, standards, and technical regulations in agricultural production, creating conditions for implementing agricultural insurance and effectively implementing agricultural insurance support policies.

- Implementing transparency in the cooperative regarding service prices, types, and target customers; establishing regulations on the management, use, maintenance, and protection of state assets in accordance with current legal regulations on the provision of public products and services.
