Vietnam: Tasks of the Faculty of Communication and Intervention of the Center for HIV/AIDS Prevention and Control

Recently, the Ministry of Health of Vietnam has issued the Circular No. 02/2015/TT-BYT on functions, tasks, powers and organizational structure of the Centers for HIV/AIDS Prevention and Control in the provinces and central-affiliated cities.

According to the Appendix issued together with Circular No. 02/2015/TT-BYT of the Ministry of Health of Vietnam, tasks of the Faculty of Communication and Intervention of the Center for HIV/AIDS Prevention and Control of the province or city are specified as follows:

- Develop an action plan in the field of communication, intervention and community mobilization and send it to the Department of Planning and Finance for summarization, submission to competent authorities for approval and implementation after approval;

- Coordinate with relevant agencies, organizations and units to organize information - education - communication activities and mobilize community on HIV/AIDS prevention and control in the province;

- Act as the focal point for providing information - education - communication contents for mass media units; health information, education and communication system from provincial to grassroots level; carry out interdisciplinary coordination activities in HIV/AIDS prevention and control;

- Act as the focal point for community mobilization in HIV/AIDS prevention and control, including: HIV/AIDS prevention and control in enterprises; school; infected clubs; community-based HIV/AIDS prevention and control organizations;

- Monitor and guide the activities of consulting organizations on HIV/AIDS prevention and control;

- Manage, direct, coordinate and organize the implementation of harm reduction interventions to prevent HIV infection, including: providing and instructing on the use of condoms, providing and instructing on the use of clean needles and syringes, and the treatment of opiate addiction with alternative drugs and a number of other addictive substances;

- Manage groups of outreach workers and collaborators involved in implementing harm reduction interventions;

- Manage and provide professional and technical guidance to establishments that treat addiction to opiates with substitute drugs in the province;

- Act as the focal point for formulating an alternative medicine plan to treat patients of alternative treatment facilities in the province, assist the Department of Health in managing and coordinating sources of alternative medicine for the treatment of opiate addicts;

- Coordinate the technical support of alternative treatment for the managed subjects at the management facilities;

- Coordinate with relevant units to monitor, inspect, supervise and evaluate information - education - communication and community mobilization activities, harm reduction interventions in the prevention of HIV infection in the province;

- Manage and supply needles, syringes, condoms and other harm reduction interventions, communication materials on HIV/AIDS prevention and control according to regulations;

- Coordinate with relevant units in training, scientific research, professional retraining in communication and intervention in HIV/AIDS prevention and control for staff of the Center and for lower levels;

- Comply with the statistical and reporting regime as prescribed by law;

- Perform other duties and powers assigned by the Center Director.
