Vietnam: System of domain names of web portals of state agencies

This is an important content specified in Decree No. 43/2011/NĐ-CP of Vietnam’s Government on provision of online information and public services on websites or web portals of state agencies, issued on June 13, 2011.

According to Article 6 of Decree No. 43/2011/NĐ-CP of Vietnam’s Government, domain names of web portals are prescribed as follows:

The domain name of an agency's web portal must use the national domain name ".vn" and adhere to the following principles:

- The domain name of a ministry, ministerial-level agency or government-attached agency is a level-3 domain name in the formal: name of ministry or sector.gov.vn. Each agency has 1 domain name which is the abbreviation of the agency's name in Vietnamese without accent, and 1 domain name which is the abbreviation of the agency's name in English under regulations of the Ministry of Foreign Affairs.

An attached agency of a ministry, ministerial-level agency or government-attached agency at least has a level-4 domain name, which is the abbreviation of that agency's name in Vietnamese without accent in the format: name of the agency.name of ministry or sector.gov.vn.

- The domain name of a provincial-level People's Committee is a level-3 domain name, which is the full name of the province or city in Vietnamese without an accent in the format: name of province or city.gov.vn.

The domain name of the People's Committee of Ho Chi Minh City is hochiminhcity.gov.vn.

A specialized agency of a province or city at least has a level-4 domain name, which is the abbreviation of that agency's name in Vietnamese without accent or in English in the format: name of agency.name of province or city.gov.vn.

- The domain name of a district-level People's Committee is a level-4 domain name, which is the full name of the locality in Vietnamese without an accent in the format: name of district.name of province or city.gov.vn.

Managing agencies shall supplement and modify domain names under Clause 1 of this Article.

Besides, domain names must conform technical standards as follows:

- The Vietnamese character code Unicode by standard 6909.2001 shall be used in storing and sharing information and data on web portals.

- Web portals of state agencies must conform with standards on information technology application at state agencies.

Moreover, web portals of state agencies must satisfy requirements on support for people with disabilities in access to and use of information technology and media under the Ministry of Information and Communications' regulations.
