On May 15, 2014, the Ministry of Justice of Vietnam issued Circular 14/2014/TT-BTP on elaboration of Decree 59/2012/ND-CP on supervision of the law enforcement.
Vietnam: Survey and investigation of law enforcement through survey questionnaire (Illustrative image)
Under Circular 14/2014/TT-BTP, the investigation and survey of law enforcement in Vietnam are conducted according to the plan for supervision of law enforcement, when there are difficulties, obstacles, or inadequacies in practical implementation, or at the request of competent state agencies. In such cases, the objectives, supervised subjects, content, locality, time, and methods of the investigation and survey must be determined. The investigation and survey of law enforcement in Vietnam are conducted through survey questionnaires as follows:
- The survey questionnaires are designed as specific questions with answer options or opinions from the surveyed subjects. The content of the questions must be clear, objective, easy to understand, and easy to answer, fully reflecting the issues under investigation and survey content; ensuring the investigative and survey purposes; are suitable for the respondents. The survey questionnaires can be developed by collaborators according to investigative and survey purposes, solicited for feedback, and preliminarily tested to be perfected before being decided for use by the hosting agency or unit.
- The hosting agency or unit organizes training for those conducting the investigation and survey on skills to collect information through survey questionnaires. The investigators distribute survey questionnaires to respondents, explain the purposes of the investigation and survey, and the content required for respondents to choose their answers objectively and truthfully. Before collecting the survey questionnaires, the investigators check the forms. In cases where the forms are not fully answered, the respondents are requested to provide additional answers.
- The hosting agency or unit categorizes the survey questionnaires according to the respondents, and problem groups, compiles the results of the responses by question groups and respondent groups; and cross-checks the responses of different respondents on the same content to make conclusions about the respondents' assessment on the investigation and survey content.
