Vietnam: Support amounts granted to farmers and fishermen to remedy consequences of natural disasters and epidemics

This is a noteworthy provision in Circular 187/2010/TT-BTC stipulating the mechanisms and policies to support plant varieties, livestock and aquaculture seeds to restore production in areas damaged by natural disasters and dangerous epidemics issued by the Ministry of Finance of Vietnam.

Under Article 2 Circular 187/2010/TT-BTC, the support amounts granted to farmers and fishermen to remedy consequences of natural disasters and epidemics in Vietnam are specified as follows:

1. Support for agricultural land:

- Damage caused by natural disasters and dangerous epidemics:

- Areas planted with pure rice that are more than 70% damaged, support of 1,000,000 VND/ha; damage from 30-70%, support of 500,000 VND/ha;

- Areas planted with hybrid rice that are more than 70% damaged, support of 1,500,000 VND/ha; damage from 30-70%, support of 750,000 VND/ha;

- Areas of maize and various vegetables that are more than 70% damaged, support of 1,000,000 VND/ha; damage from 30-70%, support of 500,000 VND/ha;

- Areas of industrial plants and perennial fruit trees that are more than 70% damaged, support of 2,000,000 VND/ha; damage from 30-70%, support of 1,000,000 VND/ha.

Under the above support amounts and the damage degree of each type of plant, the Chairman of the Provincial People's Committee shall decide the specific direct support amounts for farming households, farm owners, cooperatives, and agricultural production groups affected by natural disasters and dangerous epidemics in accordance with the actual local situation.

- Damage caused by grassy stunt, ragged stunt, and black-streaked dwarf diseases affecting rice: The support amount shall follow the provisions of Circular 53/2010/TT-BTC.

2. Support for livestock:

- Damage caused by natural disasters: For each damaged livestock (including commercial and breeding animals) support funds are provided to buy one breeding animal to restore production at the following levels:

- Poultry: from 7,000 – 15,000 VND/breeding animal;

- Pig: 500,000 VND/breeding animal;

- Buffalo, cow, horse: 2,000,000 VND/breeding animal;

- Deer, stag, sheep, and goat: 1,000,000 VND/breeding animal.

Based on the above support amounts and the number of each type of livestock and poultry damaged, the Chairman of the Provincial People's Committee, centrally-run cities will decide the specific direct support amounts for farming households, fishermen, farm owners, cooperatives, and livestock production groups affected by natural disasters in accordance with the actual local situation.

- Damage caused by dangerous epidemics: The support amount shall follow the provisions of Circular 80/2008/TT-BTC.

3. Support for aquaculture:

- Cultivated areas that are more than 70% damaged, support from 3,000,000 – 5,000,000 VND/ha; damage from 30-70%, support from 1,000,000 – 3,000,000 VND/ha;

- Damaged cages and rafts for aquaculture that are more than 70%, support from 3,000,000 – 5,000,000 VND/100m3 cage; damage from 30-70% support from 1,000,000 – 3,000,000 VND/100m3 cage.

Under the above support amounts and the damage degree of each type of aquaculture, the Chairman of the Provincial People's Committee shall decide the specific direct support amounts for farming households, fishermen, farm owners, cooperatives, and aquaculture production groups affected by natural disasters and dangerous epidemics in accordance with the actual local situation.

In case of support in the form of plant varieties, animal breeds, and aquatic breeds, the support amount is equivalent to the support amount in cash converted at the price at the time of support.
