Recently, the Ministry of Industry and Trade of Vietnam has issued Circular No. 31/2019/TT-BCT dated September 15, 2014 of the Minister of Industry and Trade prescribing procedures for handling faults in national power system.
The national power system incident reporting regime is guided in Article 10 of Circular No. 28/2014/TT-BCT and according to Circular No. 31/2019/TT-BCT of the Ministry of Industry and Trade of Vietnam, apart from the regimes for fault reporting, the dispatch level vested with controlling rights shall implement such regimes for fault reporting in the national power system as follows:
- For a long-lasting fault in the electricity transmission system of at least 220 kV that causes damage to equipment or a fault in the national power system that causes a widespread outage in a province or a central-affiliated city or a fault that results in load shedding with a capacity of at least 200 MW, report the fault to the Electricity Regulatory Authority via message or email after the element having the fault in the national power system is isolated;
- Within 36 hours from the fault occurrence, send a fault report to the Electricity Regulatory Authority by email using the form in Appendix 3 to this Circular;
- Before the 20th of every month, the national load dispatch unit shall submit a consolidated report on analysis of faults using the form in Appendix 4 to this Circular (with respect to the faults that have to be analyzed and assessed) and previously occurred faults to the Electricity Regulatory Authority by post or email, regarding the following faults:
+ Long-lasting faults on 500 kV electrical grid;
+ Long-lasting faults on 220 kV and 110 kV electrical grids and power plants, which cause a widespread outage in a province or central-affiliated city or an urban district of Hanoi and Ho Chi Minh City or cause load shedding with a capacity of at least 200 MW or directly affect the operation of the power plants involved in the competitive electricity market.
