Vietnam: Supplementing reporting regime on going abroad of officials and public employees in 2020

This is one of the contents newly supplemented in Circular No. 23/2019/TT-BGDDT of the Ministry of Education and Training of Vietnam on amendments to certain provisions of Regulation on management of overseas business trips of officials and public employees issued together with Circular No. 17/2014/TT-BGDDT dated May 26, 2014 of the Minister of Education and Training.

Reporting regime on going abroad of officials and public employees managed by the Minister of Education and Training of Vietnam specified in Circular No. 17/2014/TT-BGDDT is supplemented by Circular No. 23/2019/TT-BGDDT with the following notable contents:

- For officials or public employees who do not hold the leadership position of a unit, on an overseas business trip not going with a delegation, they are required to send a report on the result of the trip to the head of the unit responsible for overseeing these officials or public employees in that overseas business trip.

- Before December 20 of each year, relevant units shall send reports on management of outbound delegations, summarize the results of overseas business trips, the number of documents signed during the business trips (if any), and implementation of things to do in the business trips to the Ministry of Education and Training.

Beside, Circular No. 23/2019/TT-BGDDT also emphasizes that the delegation must comply with the information confidentiality regime in accordance with the provisions of the Law on State Secrets Protection of Vietnam and relevant regulations. Concurrently, the International Cooperation Department, which is the focal point to help the Minister perform the function of managing delegations going on short-term business trips abroad, shall be responsible for synthesizing and reporting to Ministry leaders on the annual situation of the Ministry of Education and Training before December 31.
