On October 14, 2016, the Government of Vietnam issued the Decree No. 142/2016/NĐ-CP on the prevention of online information conflicts.
According to Article 16 of the Decree No. 142/2016/NĐ-CP of Vietnam’s Government, propaganda and education shall be strengthened for administrators of national vital information systems; providers of network infrastructure, telecommunications and Internet services; societies and clubs on information technology and telecommunications engineering; and in regions where online information conflicts frequently occur. Content of propaganda and education includes:
- Legal regulations on the prevention of online information conflicts;
- Position, role and importance of the prevention of online information conflicts;
- Methods, artifices and menaces that provoke online information conflicts;
- Knowledge and skills to prevent online information conflicts actively;
- Measures and experience in preventing online information conflicts;
- Responsibilities of the authorities, organizations, enterprises and individuals for preventing online information conflicts;
- Other matters regarding the prevention of online information conflicts.
Concurrently, this Decree also stipulates 05 manners of propaganda and education, including:
- Direct discussions and conversations;
- Mass media;
- Operations of educational institutions and information safety societies;
- Competitions and public activities for legal education;
- Other manners in conformity to the laws.
