Recently, the Government of Vietnam has issued the Decree No. 97/2015/NĐ-CP on management of position holders in wholly State-owned one-member limited liability company.
Article 21 of the Decree No. 97/2015/NĐ-CP of the Vietnam’s Government stipulates preparation steps before implementing the planning process. According to this Article, in the first year of each five-year period from 2016, the Board of Members and the President of the company must prepare a plan, including the following contents:
- Direct and guide subordinate organizations and units to complete the formulation of the master plan for the titles assigned to be managed as a basis for selecting the planning source under their direct management;
- Evaluation of enterprise managers and employees.
In addition, it is necessary to note the following principles of planning implementation:
1. Personnel to be considered for inclusion in the planning
- Must meet the general standards of the Party and State and basically meet the standards of each management title issued by the competent authority.
- Must be based on the requirements and tasks of the corporation or company.
- Must evaluate political qualities, ethics, lifestyle, qualifications, practical capacity, development trends and prospects before putting them into planning.
2. For personnel holding managerial positions, only higher titles are planned and must be of age (full month) to work for at least 1 term.
3. The planning work is carried out according to dynamic planning and open planning.
In which:
- Open planning means planning for one title or position that needs planning for a number of people and one person can be planned for a number of titles; the introduction of people into the planning is not self-contained in each enterprise; Not only should enterprise managers and on-site employees be included in the planning, but also include enterprise managers and employees at other enterprises who meet the criteria, conditions and prospects for holding the title. planning position.
- Dynamic planning means a plan that is periodically reviewed, supplemented and adjusted annually; remove from the planning the managers and employees who no longer meet the standards and conditions, have no development prospects or have low reputation through the annual vote of confidence; added to the planning of business managers, new employees have development prospects.
