On December 26, 2008, the People's Council of Phu Nhuan District, Ho Chi Minh City issued Resolution 02/2008/NQ-HDND regarding the socio-economic tasks for 2009.

According to Resolution 02/2008/NQ-HDND, the state management tasks of the People's Council of Phu Nhuan District in 2009 are specified as follows:
- Continue effectively implementing local defense and military work; recruit and conscript citizens for military service, achieving 100% of the target; develop the rotating militia and self-defense forces at a rate of 1.8%, of which militia should reach 1.6% (compared to the population)...
- Continue to strive to reduce the number of criminal offenses. Increase the crime-solving rate for criminal offenses to over 60%; enhance the effectiveness of the all-people movement to protect national security; successfully carry out peak campaigns to combat crime, maintain political security and social order on the district territory, especially during major holidays and the Lunar New Year of 2009...
- Organize dialogues between the government, citizens, and enterprises to effectively resolve arising difficulties and obstacles; review, consolidate, and strengthen the organizational apparatus and continue to implement the downsizing project in accordance with Decree No. 132/2007/ND-CP; develop a plan for additional cultural and professional training for officials throughout the district in 2009...
- Focus on resolving complaints and denunciations from citizens within the stipulated time, increasing inspection and supervision of the resolution of complaints and denunciations, and the citizen reception work at district-affiliated units and the People's Committees of 15 wards; strictly implement legally effective decisions regarding complaints resolution.
