On October 10, 2011, the Minister of Education and Training of Vietnam issued Circular 44/2011/TT-BGDDT regulating the visiting lecturer policies in educational institutions.
Standards for guest lecturers in educational institutions (Illustration)
Article 5 of Circular 44/2011/TT-BGDDT of the Ministry of Education and Training of Vietnam stipulates standards for visiting lecturers as follows:
1. For teaching subjects and topics prescribed in preschool education, general education, professional secondary education, higher education, and continuing education programs to receive diplomas within the national education system, visiting lecturers must meet the standards stipulated in Clause 2, Article 70 of the Law on Education; if the visiting lecturer is a tenured teacher or a regular teacher of a preschool education institution or a general education institution, they must meet the professional standards for teachers of the level they are visiting.
2. For teaching topics not included in preschool education, general education, professional secondary education, higher education, and continuing education programs to receive diplomas within the national education system mentioned in Point b, Clause 1, Article 2 of this Regulation, visiting lecturers must possess appropriate educational qualifications and professional experience.
3. For teaching foreign language and informatics training programs at continuing education centers, visiting lecturers must have a professional level of at least an associate degree.
4. For the activities mentioned in Point c, Clause 1, Article 2 of this Regulation, visiting lecturers must meet the standards stipulated in Clause 2, Article 70 of the Law on Education and the training regulations for master's and doctoral degrees.
5. For the activities mentioned in Point d, Clause 1, Article 2 of this Regulation, visiting lecturers must meet the requirements for experiments, practice, and internships of the subject, topic, and education program; and meet the standards for staff engaged in experimental work.
6. For the activities mentioned in Point dd, Clause 1, Article 2 of this Regulation, according to the major or specialty of the visiting lecturer, they must meet at least one of the following requirements:
- Have scientific works published in scientific journals or in domestic or international scientific conference proceedings;
- Have published monographs;
- Have research topics that have been approved and evaluated as meeting the requirements from the faculty level or equivalent and above;
- Have technology transfer contracts that have been approved and liquidated.
