Implementing a number of key tasks in the state management of youth in 2023 is the content of Official Dispatch 279/BNV-CTTN dated January 31, 2023.

The Ministry of Home Affairs of Vietnam issued Official Dispatch 279/BNV-CTTN dated January 31, 2023 guiding the implementation of a number of key tasks in the state management of youth in 2023 as follows:

1. Some key tasks for the youth in 2023

- To implement the Youth Law 2020, specifically:

+ Implement the tasks of state management of youth; legal policies for young people according to the provisions of the Youth Law 2020, Decree 13/2021/ND-CP, and Decree 17/2021/ND-CP of the Government of Vietnam;

+ Organize a dialogue conference with youth in 2023 according to the provisions of Decree 13/2021/ND-CP.

- To organize the implementation of the Vietnam Youth Development Strategy for the period of 2021 - 2030

+ Continue to organize the dissemination and mastery of the implementation of the Strategy;

+ Promulgating the implementation plan for the implementation of the Vietnam Youth Development Strategy in 2023, the 5-year plan for 2021 - 2025 on the implementation of the Strategy's goals and targets.

- To focus on solving regimes and policies towards grassroots youth volunteers in the South who participated in the resistance war in the 1965-1975 period; to establish a regime for young volunteers who have completed their tasks in the resistance war.

- To implement the set of statistical indicators on Vietnamese youth

+ Integrate statistical indicators on youth into the set of statistical indicators and statistical reporting regimes of ministries, branches, and localities;

+ Request ministries and branches to guide specialized agencies of the People's Committees of provinces and centrally run cities to collect and synthesize statistical indicators on youth; share data and information about youth to localities;

+ Request the General Statistics Office, the Ministry of Planning and Investment to guide and appraise to ensure that statistical indicators on youth are integrated and collected through statistical surveys;

+ Request ministries and branches report statistics on youth according to the provisions of Circular No. 11/2020/TT-BNV and send them to the Ministry of Home Affairs as prescribed.

- To implement international cooperation activities on youth according to the functions and tasks of ministries, branches, and localities.

- To implement skills and professional training for civil servants performing state management tasks on youth; and strengthen inspection of the performance of state management tasks on youth to raise awareness and responsibilities of Party committees and authorities at all levels in the implementation and implementation of policies and laws on youth. 

- To implement the plan to inspect the state management of youth at ministries, branches, and localities.

- To comply with the reporting regime as prescribed, including the following contents:

+ Results of implementation of policies and laws on youth;

+ Results of the issuance of the Resolution on youth development; Youth development programs and plans;

+ Results of attracting and recruiting excellent graduates and young scientists;

+ Result of promulgating the recruitment plan and recruiting members of the Project 500 young intellectuals;

+ Results of the implementation of regimes and policies for young volunteers;

+ Results of training for cadres and civil servants performing state management tasks on youth.

The performance of the task of state management of youth is one of the criteria for assessing the completion of the tasks of ministries, branches, and localities.

2. Roles, rights and obligations of the youth in Vietnam

According to Article 4 of the Youth Law 2020, the roles, rights and obligations of the youth are as follows:

- The youth are a large pioneering and creative social force that leads the reform, development and protection of the Fatherland; and plays a crucial role in national industrialization and modernization, international integration and socialism advancement.

- The youth shall have the rights and obligations of every citizen provided for in the Constitution and by the law.
