On October 24, 2023, Vietnam Social Insurance issued Official Dispatch 3452/BHXH-CSYT on the implementation of Decree 75/2023/ND-CP

Vietnam Social insurance's instructions on issuing and changing health insurance cards under Decree 75/2023/ND-CP

For the issuance and exchange of health insurance cards according to the provisions of Decree 75/2023/ND-CP, Vietnam Social Insurance has some guiding contents as follows:

(1) Change the health insurance benefit code according to the provisions of Clause 5, Article 1 of Decree 75/2023/ND-CP, specifically:

- Change the health insurance benefit level from code 4 to code 2 for people participating in the resistance war and defending the Fatherland (with subject code KC) specified in Clause 5, Article 3 of Decree 146/2018/ND-CP.

- Change the health insurance benefit level from code 4 to code 3 for people serving people with meritorious services to the revolution living at home (with subject code PV) specified in Clause 19, Article 3 of Decree 146/2018/ND-CP.

(2) Supplementing the object code and health insurance benefit code recorded on the health insurance card for new health insurance participants as prescribed in Decree 75/2023/ND-CP and Decree 131/2021/ND-CP

While waiting for amendments and supplements to Decision 1351/QD-BHXH dated November 16, 2015 of the General Director of Vietnam Social Insurance regulating codes recorded on health insurance cards, provincial social insurance agencies coordinate with subject management units to review, compile, and issue health insurance cards for subjects added in Decree 75/2023/ND-CP, as follows:

- The martyr's spouse marries another husband or wife who is receiving a monthly allowance as prescribed in Point a, Clause 10, Article 16 of the Ordinance on Preferential treatment for people with meritorious services to the revolution: The object code is denoted by TG, and the benefit level code is denoted by the number 3; the management block code is WG, and the statistics block code is 37.

- People in safe communes and revolutionary zones during the resistance war against the French and Americans who are currently residing in safe communes during the revolutionary zones during the resistance wars against the French and Americans have been updated with information in the National Population Database, Residence Database: the object code is denoted by AK, and the benefit level code is denoted by the number 2; The management block code is WK, and the statistics block code is 61.

- Ethnic minorities living in communes of Region II, Region III, and extremely difficult villages in ethnic minority and mountainous areas in the period 2016-2020 but these communes are no longer on the list of communes in Region II, Region III, and extremely difficult villages in ethnic minority and mountainous areas in the 2021–2025 period, according to the Prime Minister's decision: The object code is denoted by DS, and the benefit level code is denoted by the number 3; the management block code is WS, and the statistics block code is 62.

(3) In cases where health insurance participants belong to many different subjects at the same time, the provincial social insurance agencies review and compare the data being managed with the cases named in the application to change benefit levels and the list of subjects to change to a new card. If the old health insurance card issued to another subject has a lower benefit level than the new regulations, then the highest benefit level will be applied.

In addition, for payment of medical examination and treatment costs covered by health insurance during the transition period according to the provisions of Article 4 of Decree 75/2023/ND-CP, the following content will be implemented:

Health insurance participants who enter a medical examination and treatment facility for treatment before the effective date of this Decree but are discharged from the hospital after the effective date of this Decree will be paid by the health insurance fund within the scope of benefits and benefit levels as prescribed by the Law on Health Insurance, as prescribed in Points b, c, d, dd, g, and h, Clause 1, Clauses 2, 3, 4, and 5, Article 14 of Decree 146/2018/ND-CP and regulations in Clause 5, Article 1 of Decree 75/2023/ND-CP.
