Vietnam: Skills required for graduates from college-level navigation

Recently, the Minister of Labor, Invalids and Social Affairs of Vietnam issued Circular 56/2018/TT-BLDTBXH stipulating the minimum knowledge and competency requirements for graduates at intermediate and college levels for disciplines and professions related to transport services, environment, and security.

Under Circular 56/2018/TT-BLDTBXH, graduates from college-level navigation in Vietnam must acquire the following skills:

- Implement regulations on vehicle safety, labor safety, and environmental protection;

- Perform marine operations, maintenance, and upkeep of deck and hull equipment;

- Develop a voyage plan;

- Determine the ship's position under various conditions using Terrestrial, Celestial, Magnetic compass, navigation equipment, and modern tools for ship position determination and compass error identification;

- Analyze, aggregate, and predict weather phenomena through received information on climate and weather;

- Operate, utilize, and maintain navigation equipment such as radar/ARPA, ECDIS, GPS receivers, magnetic compass, electric compass, depth sounders, speed logs, autopilot, alarm systems, security alarms, communication equipment, etc., to navigate the ship safely in all situations;

- Navigate the ship at sea under normal and special external conditions;

- Maneuver the ship in and out of berths, anchor the ship, secure the ship, and ensure safe navigation under all weather conditions;

- Remotely control activities in the cockpit and main propulsion system;

- Implement procedures, processes, and duties during watchkeeping in the cockpit, during anchoring, and cargo operations, and establish effective watchkeeping procedures in various situations;

- Select information and materials to formulate route plans;

- Update and record maritime publications, charts, and various deck logs;

- Conduct cargo handling supervision per plan;

- Conduct cargo securing and preservation operations;

- Formulate cargo loading and unloading plans; cargo stowage diagrams;

- Manage ship documents and records; certificates and qualifications of ship crew; manage onboard personnel;

- Implement the ship owner's Safety Management System; handle emergencies;

- Implement the Ship Security Plan;

- Apply the Maritime Code and International Maritime Conventions in ship operations;

- Apply the rights, obligations, and procedures related to commercial ventures, maritime insurance, and activities concerning various maritime transport contracts;

- Use basic information technology as per regulations; exploit, process, and apply information technology in the professional tasks of the industry;

- Use basic foreign language skills, achieving level 2/6 in the Vietnamese language proficiency framework; apply foreign languages in professional tasks of the industry.
