Vietnam: Sequence, procedures, and cases for adjusting information in the national population database

Sequence and procedures for adjusting information in the national population database are stipulated in Decree 70/2024/ND-CP of Vietnam's Government.

Cases for adjusting information in the National Population Database

According to Article 6 of Decree No. 70/2024/ND-CP of Vietnam's Government guiding the Law on Identity Cards 2023, adjusting information in the National Population Database is the adjustment of a citizen's information when there are changes or errors during the process of collecting, updating, and managing information through the connection, sharing, synchronization of data between the National Population Database and other databases or at the request of the citizen.

According to Article 9 of the Law on Identity Cards 2023 of Vietnam, information on the national population database includes:

(1) Family name, middle name and first name.

(2) Other names.

(3) Personal identification number.

(4) Date of birth.

(5) Gender.

(6) Place of birth.

(7) Place of birth registration.  

(8) Place of origin.

(9) Ethnic group.

(10) Religion.

(11) Nationality.

(12) Blood group.

(13) 9-digit ID card.

(14) Date and place of issuance, date of expiry of the ID card, the citizen ID card, or the 12-digit ID card which has been issued.

(15) Family name, middle name and first name, personal identification number, 09-digit ID card number, nationality of parents, spouses, children, legal representative(s) and the represented person.

(16) Place of permanent residence.

(17) Place of temporary residence.

(18) Current place of residence

(19) Declaration of temporary absence.

(20) Residence document number.

(21) Marital status.

(22) Relationship with the household owner.

(23) Family name, middle name and first name, personal identification number, 09-digit ID card number of the household owner and each member.

(24) Date of death or going missing.

(25) Phone number and email.

(26) Other information as regulated by the Government.

Sequence, procedures, and cases for adjusting information in the national population database

The identity management agency of the Ministry of Public Security is responsible for cooperating with relevant agencies to verify and ensure automatic and accurate synchronization of data in the National Population Database with other databases.

If a citizen requests, the sequence and procedures for adjusting information in the National Population Database are as follows:

- The citizen requests an adjustment of information in the National Population Database through the National Public Service Portal, the Public Service Portal of the Ministry of Public Security, or via the National Identity Application or directly at the nearest police agency;

- The application for adjustment includes a request form for resolving identity card procedures;

- In cases where the receiving police agency is not the commune-level police or district-level police (where there is no commune-level administrative unit) where the citizen resides, the receiving police agency must immediately transfer the application for adjustment to the commune-level police, district-level police (where there is no commune-level administrative unit) where the citizen resides or has temporary residence for cases where the citizen has no permanent residence or the current place of residence for cases where the citizen has no permanent residence, temporary residence to resolve and notify the result to the citizen;

- Within 2 working days from the date of receiving the citizen's application for adjustment, the Chief of the commune-level police, district-level police (where there is no commune-level administrative unit) where the citizen resides is responsible for verifying the legality, accuracy of the information before adjusting in the National Population Database; if the adjustment is refused, a response with clear reasons must be provided.
