Vietnam: Security and safety assurance for national crop production database

The national crop production database must be ensured security and safety through multiple measures, which are specified in Circular No. 18/2019/TT-BNNPTNT of the Ministry of Agriculture and Rural Development of Vietnam as follows:

- Use suitable and copyrighted software and apply technologies to prevent and detect unauthorized access.

- Employ encoded channels and authentication for the following operations: Login to manage the system; login to applications; automatic data transmission between servers; data input and edit.

- Encode connections of the national crop production database.

- Implement measures to ensure data authenticity and protect data integrity.

- Keep logs of data access, creation, modification and deletion to manage and monitor the system.

- Formulate periodical data backup plans to ensure smooth and stable system performance during incidents.

- Take other necessary measures to ensure safety of the national crop production database.

Concurrently, Circular No. 18/2019/TT-BNNPTNT also stipulates that the content of management of national crop production database includes:

- Development and operation of infrastructure and software of the national crop production database to ensure system-wide accuracy and stability.

- Update, processing and integration of information into the national crop production database.

- Management of access to information in the database.

- Monitoring use of the database.

- Supporting operation and use of the database.
