Vietnam: Salary and allowance regime for police workers effective from July 25, 2019

Police workers are individuals recruited to work in the Vietnam People's Public Security who are not eligible for the conferment of officer, non-commissioned officer, or soldier ranks. According to Decree 49/2019/ND-CP detailing and providing measures for implementing certain provisions of the Law on People's Public Security, the policies regarding this group of police workers are stipulated as follows.

First, regarding the salary policies for police workers, they are implemented according to the salary table attached to Decree 49/2019/ND-CP.

Second, various allowances and benefits for police workers, include:

- Extra-seniority allowance: Conditions, duration, and entitlement are implemented in accordance with Clause 1, Article 6 of Decree 204/2004/ND-CP.

- Regional Allowance: Implemented in accordance with Clause 3, Article 6 of Decree 204/2004/ND-CP.

+ Applicable to individuals working in remote, isolated areas with adverse climates.

+ The allowance includes 7 levels: 0.1; 0.2; 0.3; 0.4; 0.5; 0.7; and 1.0 times the general minimum wage. For non-commissioned officers and conscripts in the armed forces, the regional allowance is calculated based on the rank allowance of a private soldier.

Special Allowance: Implemented in accordance with Clause 4, Article 6 of Decree 204/2004/ND-CP.

+ Applicable to individuals working on offshore islands and in border areas with exceptionally difficult living conditions.

+ The allowance includes 3 levels: 30%; 50%; and 100% of the current salary plus leadership position allowance and extra-seniority allowance (if any) or current rank allowance for non-commissioned officers and soldiers in the armed forces.

- Hazardous, Dangerous Allowance: Implemented in accordance with Clause 7, Article 6 of Decree 204/2004/ND-CP.

+ Applicable to officials and public employees performing jobs with hazardous, dangerous labor conditions and exceptionally hazardous, dangerous labor conditions not covered by the salary system.

+ The allowance includes 4 levels: 0.1; 0.2; 0.3; and 0.4 times the general minimum wage.

- Responsibility Allowance: Implemented in accordance with Point d, Clause 8, Article 6 of Decree 204/2004/ND-CP.

+ Individuals working in the cipher organization are entitled to a job responsibility allowance for protecting confidential codes: The allowance includes 3 levels: 0.1; 0.2; and 0.3 times the general minimum wage.

+ Individuals engaged in high-responsibility jobs or management positions not classified as leadership roles (elected or appointed) are entitled to a job responsibility allowance: The allowance includes 4 levels: 0.1; 0.2; 0.3; and 0.5 times the general minimum wage.

- Official Duty Allowance: Implemented in accordance with Decree 34/2012/ND-CP.

+ Applicable to police workers who receive salaries from the state budget.

+ The public service allowance is 25% of the current salary plus leadership position allowance and extra-seniority allowance (if any) or rank allowance.

- Allowance, Benefits for Working in Extremely Disadvantaged Areas: Implemented in accordance with Decree 116/2010/ND-CP.

- Seniority Allowance: Police workers with 5 years (60 months) of service in the People's Public Security are entitled to a seniority allowance of 5% of the current salary plus leadership position allowance and extra-seniority allowance (if any); starting from the sixth year, an additional 1% is added each year (12 months).
