On February 28, 2020, the Government of Vietnam issued Decree No. 26/2020/ND-CP elaborating some articles of the State Secrets Protection Law.
According to Clause 2 Article 6 of Decree No. 26/2020/ND-CP of Vietnam’s Government, attendees of a conference, seminar or meeting containing top secret/secret state secret contents shall not carry devices capable of recording/transmitting information or recording audios/videos. For conferences, seminars and meetings containing confidential state secret contents, equipment and devices shall be provided at the request of the host. However, when necessary, the regulatory body or organization in charge of a conference, seminar or meeting containing state secret contents may decide use of technical devices and equipment for audio/video recording; prevent acts of infiltration and data collection from the outside.
Moreover, Decree No. 26/2020/ND-CP stipulates that a conference, seminar or meeting containing state secret contents shall use corded microphones and equipment and devices that have undergone security and safety inspection by the Ministry of Public Security/provincial police force before installation, excluding equipment and devices provided by the Government Cipher Commission; for conferences, seminars and meetings under the charge of the Ministry of National Defense/Government Cipher Commission, regulatory bodies affiliated to the Ministry of National Defense/Government Cipher Commission shall take on this task. Online conferences, seminars and meetings containing state secret contents must have their connections protected as per regulations of laws on cryptography.
