On December 19, 2017, the Ministry of Finance of Vietnam issued Circular No. 134/2017/TT-BTC providing guidelines for e-transactions on securities market, of which a notable content is the guidelines for exchange of electronic information on securities market. To be specific:
1. The electronically exchanged information including information exchanged over the Internet or private network is related to the following activities:
- Public offers of securities, securities registration, deposit and listing, transaction registration and securities transaction;
- Management of organizations and individuals prescribed in Clause 2, Article 2 of Circular No. 134/2017/TT-BTC of the Ministry of Finance of Vietnam;
- Disclosure of information on securities market;
- Other activities related to securities market in accordance with regulations of law on securities.
2. Providers of electronic information exchange services shall:
- create a website that is used as a point of entry by their electronic information exchange services.
- secure information of applicants for services and ensure security of information of the electronic information exchange system;
- issue regulations on providing guidance on electronic information exchange services.
3. Participants in exchange of electronic information shall apply for services and comply with guiding regulations of the provider of electronic information exchange services.
4. The use of digital certificates and digital signatures for exchange of electronic information shall comply with regulations of the law on e-transactions in financial operations.
