Vietnam’s policies on attraction and employment of hi-tech human resources

Hi-tech human resources means a contingent of qualified and skilled persons meeting the requirements of hi-tech research, development and application activities, hi-tech services, management of hi-tech activities, and operation of hi-tech production equipment and lines.

According to Article 29 of the Law on High Technologies 2008 of Vietnam, the Stale adopts particularly preferential mechanisms and policies for attracting and employing hi-tech human resources, including:

One, creating a working and living environment favorable for hi-tech activities;

Two, implementing salary, allowance and insurance regimes;

Three, appointing hi-tech specialists to kes positions for the performance of the Stated scientific and technological tasks;

Four, granting the highest personal income tax incentives;

Five, creating favorable conditions for participation in hi-tech international cooperation activities;

Six, honoring and commending persons with outstanding achievements.

The Ministry of Science and Technology shall assume the prime responsibility for, and collaborate with the Ministry of Finance and concerned ministries and ministerial-level agencies in, submitting to the Prime Minister for promulgation mechanisms and policies.
