Vietnam's hydrogen energy development mission to 2030, with a vision to 2050

Regarding this issue, LawNet would like to answer as follows:

On February 7, 2024, the Prime Minister issued Decision 165/QD-TTg approving Vietnam's hydrogen energy development strategy until 2030, with a vision to 2050.

Vietnam's hydrogen energy development tasks to 2030, with a vision to 2050 includes:

(1) Regarding mechanisms and policies

- Develop and supplement regulations on renewable energy development policies, including hydrogen energy sources, in the Electricity Law (amended) to create a solid, transparent, and favorable legal foundation to create momentum for the sustainable development of new and renewable energy.

- Create a mechanism and legal corridor for businesses that produce and use fossil energy to actively convert to producing and using hydrogen energy.

- Issue regulations on authority to decide investment policies for offshore wind power projects, hydrogen/ammonia production, and export projects using renewable energy (solar power, offshore wind power, etc.).

- Develop and promulgate preferential mechanisms and policies (taxes, fees, land, etc.) to attract investment in developing the hydrogen energy field.

- Review, amend, and supplement national standards and regulations in the field of hydrogen energy in accordance with international regulations and standards.

(2) Regarding investment and finance

- In the first phase, proactively research and invest in pilot projects to produce clean hydrogen energy on a small scale, in accordance with the roadmap to start using hydrogen-derived fuel at a reasonable price. On that basis, continue to invest in developing large-scale green hydrogen energy production projects in areas with potential advantages in renewable energy, near consumers, and favorable for export activities.

- Mobilize and diversify capital sources and forms of capital mobilization, effectively attract domestic and foreign capital sources for energy development, ensure national defense - security, and competition in the energy market . Strengthen calling and effective use of international support commitments (COP, JETP, AZEC,...), green credit sources, climate credits, green bonds,...

- Diversify investment forms (state, private, public-private partnerships, etc.) for hydrogen-based energy projects. Promoting the role of state-owned enterprises, while strongly attracting investment in developing the hydrogen energy industry from non-state enterprises (domestic and foreign). Continue to negotiate and effectively use funding sources and support capital arrangements from international partners in the process of implementing the energy transition and aiming for Vietnam's net zero etasks.

(3) Regarding science and technology

- Timely update scientific and technological advances in the world on new energy sources for electricity production, transportation, and industry.

- Strengthen research, application, and transfer of hydrogen-based energy production technology and fuel conversion technology from coal and gas thermal power plants to biomass fuel, ammonia, hydrogen, etc.

- Create a mechanism to encourage domestic energy enterprises to increase investment in research and development; promote innovation in the field of hydrogen-based energy.

(4) Regarding training and human resource development

- Develop and implement plans for training and developing human resources for key technology fields, creating breakthroughs in the hydrogen-based energy industry.

- Strengthen cooperation and association with prestigious domestic and international training institutions, enlist the support of partners and international organizations in developing human resources in the field of hydrogen-based energy.

- Focus on vocational training to have a team of technical workers and skilled professional staff capable of grasping and proficiently using modern technical means and technology in the field of hydrogen energy.

- Issue appropriate remuneration policies to attract domestic and foreign experts, scientists, and highly qualified human resources to work in the field of hydrogen energy.

- Through investment projects to train and receive new and modern technologies in the field of hydrogen-derived energy.

(5) Regarding environmental protection and sustainable development

- Make a strong energy transition from fossil fuels to hydrogen-derived energy to reduce pollution and greenhouse gas etasks, meet the net zero etasks target by 2050, protect the environment, and develop sustainably.

- Promote the application of new and modern scientific and technological achievements to make a rapid and strong transition to a low-carbon economy, a circular economy, reducing energy consumption and etasks, and aiming to meet regulations on carbon etasks per unit of exported goods and carbon markets.

- Deploy the construction of hydrogen-based energy projects and hydrogen-based energy infrastructure to ensure compliance with legal regulations on environmental protection, biodiversity, etc.; ensure safe and stable operation, minimize risks, losses, and damages due to climate change.

(6) Regarding international cooperation

- Promote international cooperation in the research and development of technology for the production, storage, transportation, distribution, and use of hydrogen energy.

- Implement a hydrogen economic foreign policy that is flexible, effective, equitable, and mutually beneficial. Actively and proactively build international strategic partners to realize the goal of producing, using, exporting, and importing hydrogen-derived energy in the short and long term.

- Actively and effectively deploy the contents of international commitments (COP, JETP, AZEC, etc.) with international partners, taking full advantage of the support of international partners in technology transfer, administration, human resource training, and financial provision.

(7) Regarding communication work

- Propagate and popularize the necessity and benefits of developing clean energy in general and hydrogen energy in particular with the hydrogen value chain in Vietnam's green growth economy.

- Encourage organizations and individuals to coordinate with state agencies in organizing propaganda and education projects and programs to raise awareness about the benefits of the hydrogen economy and the State's guidelines and policies in the field of clean energy to the entire society.
