Vietnam’s Circular 45: Regulating 03 requirements for intermediate-level mechanical engineering technology

On December 28, 2018, the Ministry of Labor, War Invalids and Social Affairs of Vietnam issued Circular No. 45/2018/TT-BLDTBXH regulating the minimum knowledge requirements and capacity standards that learners must achieve upon graduating from intermediate and college levels in the fields of architectural technology, construction works, mechanics, electricity, electronics, telecommunications, and chemistry.

Circular No. 45/2018/TT-BLDTBXH of the Ministry of Labor, War Invalids and Social Affairs of Vietnam specifies the requirements that learners must meet after graduating from intermediate-level programs in the field of mechanical engineering technology as follows:

1. Regarding knowledge:

- Being able to present international standards applied in the field of mechanical engineering and machine manufacturing.

- Being able to explain some material symbols according to international standards and Vietnamese standards (TCVN), China, Soviet Union (GOCT), the United States (SAE, AISI), France (AFNOR), Germany (DIN), Japan (JIS), and the United Kingdom (BS).

- Being able to state the properties and functions of metal materials, alloys, and non-metallic materials commonly used in industry.

- Being able to read drawings according to ISO standards.

- Being able to present the 5S and Kaizen standards in the workplace.

- Being able to present the structure and operating principles of some machinery used in manufacturing.

- Being able to analyze the technical specifications of industrial mechanical equipment manufacturing and installation processes.

- Being able to present the structure diagram and working principles of common and modern mechanical transmission mechanisms.

- Being able to select suitable materials and equipment according to manufacturing requirements.

- Being able to identify and prepare materials and equipment for the production process.

- Being able to create technological processes for mechanical equipment manufacturing and assembly according to technical documents.

- Being able to present basic knowledge of politics, culture, society, law, national defense and security, and physical education as regulated.

2. Regarding skills:

- Being able to design manufacturing and assembly drawings.

- Being able to create manufacturing and installation processes for mechanical equipment according to technical requirements.

- Being able to manufacture steel structure products, tanks, and containers that meet technical requirements.

- Being able to assemble machine parts, assemblies, and systems using sheet metal and robotic welding, with the assistance of machines and hands.

- Proficiently performing welding sequences and simultaneous tasks while complying with safety, health, and environmental protection regulations.

- Being able to perform necessary maintenance tasks for industrial machinery, machines, and tools.

- Being able to apply the 5S and Kaizen standards in the workplace.

- Being able to read specialized English documents.

- Coordinating and discussing work sequences and procedures at construction sites.

- Being able to coordinate tasks at factories or construction sites.

- Being able to use basic information technology as regulated; exploiting, processing, and applying information technology in the professional work of the field.

- Being able to use basic foreign language skills, achieving level 2/6 in Vietnam's Foreign Language Competency Framework; being able to apply foreign languages in the professional work of the field.

3. Level of autonomy and responsibility:

- Have the ability to organize work in teams, be creative, apply advanced science and technology, solve complex situations in production and business reality, and have an industrial work ethic while strictly adhering to procedures, regulations, and labor discipline.

- Take responsibility for personal and team work results.

- Have the ability to solve complex tasks and problems in changing work conditions.

- Provide minimal guidance and supervise subordinates in performing assigned tasks.

- Evaluate the quality of products after completing tasks by team members.
