Recently, the Minister of Natural Resources and Environment of Vietnam issued Circular No. 09/2016/TT-BTNMT on the construction and appraisal of weather impact plans.
According to Vietnam’s current regulations, agencies and organizations specified in Article 43 of the Law on hydrometeorology of Vietnam that need to impact the weather shall make plans to impact the weather according to the provisions in Appendix No. 01 of Circular No. 09/2016/TT-BTNMT of the Ministry of Natural Resources and Environment of Vietnam and submit to the Ministry of Natural Resources and Environment for appraisal and approval according to authority or submit to the Prime Minister for approval according to regulations.
Specifically, the application for appraisal of the weather impact plan is prepared in 5 (five) sets and sent to the Ministry of Natural Resources and Environment, including:
- The written request for approval of the weather impact plan prepared according to Appendix No. 02 of this Circular.
- The weather impact plan specified in Article 3 of this Circular accompanied by a dossier of consultation with the residential community in the area directly affected.
Weather impact plans in the cases specified in Clause 1, Clause 2 and Clause 3, Article 42 of the Law on hydrometeorology are developed, approved and implemented for each weather impact. Weather impact plans in the cases specified in Clause 4, Article 42 of the Law on hydrometeorology are developed, approved and implemented multiple times within 12 months from the date of approval.
