On October 02, 2020, the Government of Vietnam issued Decree No. 118/2020/NĐ-CP on amendments to Decree No. 69/2010/NĐ-CP dated June 21, 2020 of Vietnam’s Government on biosafety for genetically modified organisms, genetic specimens and products of genetically modified organisms.
According to Clause 3 Article 1 of Decree No. 118/2020/NĐ-CP of Vietnam’s Government supplementing Clause 2 Article 7 of Decree No. 69/2010/NĐ-CP, reporting on assessment of risks of genetically modified organisms to the environment, biodiversity and health of humans and domestic animals is as follows:
- Information on the assessment of risks of genetically modified organisms shall be presented in reports on assessment of risks of genetically modified organisms to the environment, biodiversity and health of humans and domestic animals.
- Risk assessment reports of genetically modified organisms for the environment, biodiversity, human health and domestic animal health shall be prepared using forms under Annex IV, Annex V and Annex VI of Decree No. 69/2010/NĐ-CP of Vietnam’s Government.
- In case a genetically modified organism bears a complex gene transfer event, risk assessment reports must provide additional data on interaction of transferred genes in the structure, structural integrity, functions and behavior of target genes in the receiving organism.
- Reports on assessment of risks of genetically modified organisms to the environment, biodiversity and health of humans and domestic animals must be appraised by competent state agencies.
- A report on assessment of risks of genetically modified organisms to the environment, biodiversity and health of humans and domestic animals serves as a basis for the grant of a biosafety certificate: a written certification of genetically modified organisms' eligibility for use as food: and a written certification of genetically modified organisms' eligibility for use as animal feed.
