Vietnam: Retired military officials will receive gifts on public holidays

On August 15, 2011, the Minister of Defense of Vietnam issued Circular 158/2011/TT-BQP to implement policies related to the care of retired military officials.

Article 9 of Circular 158/2011/TT-BQP stipulates policies for meetings and gift-giving on public holidays for retired military officials in Vietnam as follows:

- On the occasion of the anniversary of the founding of the Vietnam People's Army, military zones direct local military agencies at all levels to advise local CPV committees and local authorities to support funding and organize meetings and gift-giving for retired military officials according to the management hierarchy prescribed in Clause 2, Article 6 of Circular 158/2011/TT-BQP.

- Annually, the Ministry of National Defense of Vietnam allocates a budget for giving gifts to exemplary policy beneficiaries on July 27 and during the Lunar New Year. The recipients and the gift value shall follow the regulations of the Central Organizing Committee, the President, and the Ministry of National Defense.

The funding for the implementation of these policies is stipulated as follows:

- The funding source for implementing the policies prescribed in this Circular shall be covered by the regulated revenue of military enterprises and the annual balanced budget of the Ministry of National Defense.

+ Annually, based on the number of beneficiaries and the prescribed benefit levels, the Policy Department of the General Political Department prepares the budget estimate and sends it to the Finance Department of the Ministry of National Defense for submission to the Minister of National Defense for approval.

+ Based on the budget targets approved by the Ministry of National Defense, the Policy Department of the General Political Department takes the lead in allocating the budget to units and sends it to the Finance Department of the Ministry of National Defense to notify and allocate funds to the implementing units.

- Petrol and oil used for vehicles serving convalescence retreats, funeral ceremonies, and the implementation of the policies prescribed in this Circular shall be arranged in the annual fuel limit for policy tasks of the Ministry of National Defense. Annually, the Policy Department prepares a plan in coordination with the Petrol and Oil Department/General Logistics Department.
