Vietnam: Responsibilities of the Veterinary Sub-Department in the prevention and control of aquatic animal diseases

This is a notable content of Circular No. 04/2016/TT-BNNPTNT of the Ministry of Agriculture and Rural Development of Vietnam on prevention and control of aquatic animal diseases, effective from July 01, 2016.

According to Circular No. 04/2016/TT-BNNPTNT of the Ministry of Agriculture and Rural Development of Vietnam, the responsibilities of the Veterinary Sub-Department in the prevention and control of aquatic animal diseases are specified as follows:

1. Investigate, survey the field, and develop proposals for the competent authority to approve the Plan for the prevention and control of aquatic animal diseases, including monitoring and disseminating information on aquatic animal diseases annually at the local level; organize the implementation of the approved Plan.

2. Provide guidance, inspection, and supervision of the implementation of disease prevention measures, treatment, and control of aquatic animal diseases at breeding, trading, storage, and transportation facilities for aquatic animals.

3. Direct and guide Veterinary Stations, commune veterinary staff, and farm owners in reporting aquatic animal diseases according to the prescribed forms; be responsible for distributing and instructing Veterinary Stations and those in charge of veterinary work in communes in the use of reporting forms.

4. Organize training on disease prevention and control for veterinary officers and aquaculture farmers; guide and direct Veterinary Stations to coordinate with specialized agencies at the district level to organize training for farms within the management area.

5. Coordinate with relevant agencies to implement measures to enhance quarantine and control the transportation of aquatic animals.

6. Provide guidance, inspection, and direction for Veterinary Stations to organize the transportation of harvested aquatic products from disease outbreaks to processing facilities.

7. Coordinate with the Fisheries Department and utilize information on environmental monitoring indicators in the construction and implementation of the Plan for the prevention and control of aquatic animal diseases.

8. Regularly provide data on aquatic animal diseases to the Fisheries Department as a basis for developing and implementing management measures for aquaculture.

9. The Veterinary Department provides information on animal diseases within the scope of its management to local authorities, the public, and the media for disease prevention and control communication.
