- Direct and organize the People's Public Security Force to arm, guard, patrol, and protect important targets in politics, economics, diplomacy, science and technology, culture, and society to proactively prevent, detect, stop, and promptly handle any acts infringing upon the targets.

- Apply suitable police measures to ensure the safety of targets.

- Inspect, examine, and handle violations concerning the protection of targets.

- Research and equip weapons, means, and supporting tools to serve the task of armed guarding and protecting targets.
