Recently, the Government of Vietnam issued Decree 37/2009/ND-CP stipulating the important objectives in politics, economics, diplomacy, science and technology, culture, and society that the People's Public Security Force is responsible for armed guarding and protecting and the responsibilities of relevant agencies and organizations.

Responsibilities of Ministries, ministerial agencies, agencies under the Government of Vietnam, and the People's Committees of provinces and municipalities in the protection of targets in Vietnam according to Decree 37/2009/ND-CP are as follows:
- Proactively cooperate with the Ministry of Public Security and relevant agencies to organize the implementation of the provisions of the law on protection of targets for targets under their management authority.
- Propose changes or additions to targets under their management authority into the list of important targets in politics, economy, diplomacy, science - technology, culture, and society protected by armed police forces; request the Ministry of Public Security to appraise and report to the Prime Minister of Vietnam for decision.
- Direct agencies and units under their management authority with such targets to strictly implement the provisions of this Decree, other relevant laws, and guidelines from the Ministry of Public Security on the protection of targets.
- For headquarters of Ministries, ministerial agencies, agencies under the Government of Vietnam, People's Committees of provinces and municipalities protected by armed police forces, in addition to implementing the provisions of this Article, these Ministries, ministerial agencies, agencies under the Government of Vietnam, People's Committees of provinces and municipalities must also directly perform the responsibilities of agencies with targets protected by armed police forces as stipulated in Article 9 of this Decree.
- The Ministry of Foreign Affairs shall take charge of and cooperate with the Ministry of Public Security in reporting and proposing competent authorities to arrange convenient housing for officers and soldiers from the armed police forces protecting the targets of Embassies, Consular offices of countries, and representative agencies of United Nations organizations in Vietnam.
