This is a notable content in Decree 90/2012/ND-CP of the Government of Vietnam regulating the organization and operation of inspectorates in the internal affairs sector, issued on November 5, 2012.

Under Article 35 of Decree 90/2012/ND-CP, the responsibilities of the Minister of Home Affairs in organizing and conducting inspections within the internal affairs sector in Vietnam are as follows:
- Lead and direct inspection activities within the management scope of the Ministry of Home Affairs and ensure the operational funds of the Ministry's Inspectorate;
- Provide necessary material, technical equipment, uniforms, and other conditions to support inspection activities; supervise inspection activities;
- Direct the processing, implementation of recommendations, conclusions, and handling decisions related to internal inspections and be responsible before the law for their actions and decisions;
- Perform other duties as prescribed by law.
Furthermore, Article 36 of Decree 90/2012/ND-CP stipulates the responsibilities of the Director of the Department of Home Affairs in organizing and conducting inspections within the internal affairs sector in Vietnam are as follows:
- Lead and direct inspection activities within the management scope of the Department of Home Affairs and ensure the operational funds of the Department's Inspectorate;
- Provide necessary material, technical equipment, uniforms, and other conditions to support inspection activities; supervise inspection activities;
- Direct the processing, and implementation of recommendations, conclusions, and handling decisions related to internal inspections and be responsible before the law for their actions and decisions;
- Perform other duties as prescribed by law.
At the same time, Article 37 of Decree 90/2012/ND-CP also stipulates the responsibilities of agencies, organizations, and individuals as follows:
- The responsibilities and rights of agencies, organizations, and individuals subject to inspection and those related shall comply with Article 10 of the Inspection Law;
- The Chairman of the Provincial People's Committee is responsible for sending inspection conclusions to the Ministry of Home Affairs within the prescribed time for inspections related to the Ministry's state management functions;
- Agencies, organizations, and individuals, upon receiving requests, recommendations, and handling decisions regarding inspections from the Ministry of Home Affairs, the Ministry’s Inspectorate, the Central Emulation and Commendation Committee, the Government Committee for Religious Affairs, the Department of Home Affairs, the Department’s Inspectorate, are responsible for executing and providing a written response regarding the implementation of those requests, recommendations, and handling decisions.
