Recently, the Government of Vietnam issued Decree 103/2007/ND-CP stipulating the responsibilities of heads of agencies, organizations, units and the responsibilities of Vietnamese officials and public employees in thrift and wastefulness prevention.

Decree 103/2007/ND-CP stipulates the responsibilities in development, issuance, and implementation organization of measures for thrift and wastefulness prevention in Vietnam as follows:
- The head of the agency, organization, or unit is responsible for organizing the review of documents issued by the agency, organization, or unit or submitted to a competent authority for issuance to abolish unsuitable regulations and amend or supplement new regulations in line with the requirements of thrift and wastefulness prevention.
- The head of the agency, organization, or unit is responsible for issuing or submitting to a competent authority for issuance of legislative documents and guiding documents for implementation, which must stipulate the measures and plans for thrift and wastefulness prevention within their sectors, fields, agencies, organizations, or units under their management.
- The head of the agency, organization, or unit is responsible for organizing the implementation of measures for thrift and wastefulness prevention to each organization and each official and public employee, creating a real transformation in responsibility, working style, administrative reform, and thrift and wastefulness prevention.
