On April 16, 2014, the Ministry of Finance of Vietnam issued Circular 46/2014/TT-BTC on regulations regarding the examination, management, issuance, and revocation of valuer cards in Vietnam.

In Article 17 of Circular 46/2014/TT-BTC, the responsibilities and powers of the members of the Examination Council of the valuer exam in Vietnam are clearly defined as follows:
- Be responsible for organizing the performance of the duties and exercise of powers of the Examination Council as stipulated in this Circular;
- Assign duties to the Vice Chairmen and each member of the Examination Council;
- Decide to establish the Assistance Team; question paper-setting board, invigilation board (including the head of the exam venue), marking board, and re-marking board if necessary;
- Organize the preparation of question papers and answers with separate seals, select question papers and answers according to specified content and program, ensuring absolute secrecy of question papers and answers before the exam; invite experts to critique the question papers and answers if necessary;
- Organize the exam invigilation, marking, and re-marking; select and take responsibility for the selection of organizations or individuals to prepare question papers, supervise, grade, and re-assess the exams;
- Report the exam results to the Ministry of Finance after the marking and re-marking; provide the list of candidates eligible for the valuer card for each exam;
- Authorize the Vice Chairmen to manage the Examination Council's work if necessary.
- The Standing Vice Chairman of the Examination Council assists the Chairman in managing the Examination Council's regular work as assigned by the Chairman; directly oversees the Assistance Team and gives opinions on the Assistance Team's proposals before submitting them to the Chairman for consideration and decision;
- The Vice Chairmen of the Examination Council assist the Chairman in organizing the exam as assigned by the Chairman;
- The members of the Examination Council perform duties as assigned by the Chairman and the Vice Chairmen.
- Organize the reception, review, and compilation of exam registration applications; create a list of registered candidates and candidates eligible to take the exam;
- Submit to the Examination Council for approval the list of candidates eligible to participate, the list of candidates not eligible to participate, and publish it on the Ministry of Finance's electronic information medium;
- Perform duties related to organizing the exam, marking, and re-marking as directed by the Chairman;
- Receive disciplinary violation records of candidates who violate exam regulations and submit them to the Examination Council for review;
- Compile exam results, re-marking results, and report them to the Examination Council for consideration and submission to the Ministry of Finance for approval;
- Prepare necessary documents related to the implementation of the Examination Council's duties and powers and record the minutes of the Examination Council meetings;
- Perform the duties of the Head of the Assistance Team and other duties assigned by the Chairman.
