Recently, the Ministry of Science and Technology of Vietnam issued Circular 19/2011/TT-BKHCN on the organization and management of activities of the State-level Key Science and Technology Program for the 2011-2015 period.
Vietnam: Responsibilities and powers of host organizations of science and technology themes and projects (Illustrative Image)
Under Article 8 of Circular 19/2011/TT-BKHCN, the responsibilities and powers of host organizations of science and technology themes and projects in Vietnam are stipulated as follows:
1. Be responsible for the content and results of themes and projects under the Program conducted by the presiding unit.
2. With the leader of the theme or project, conclude contracts with the Board of Directors of the Program and the Program Office for the implementation of the theme or project.
3. Bear legal responsibility in managing and organizing the implementation of the theme or project and ensure the leader fulfills all commitments in the contract regarding:
- Ensuring the provision of necessary facilities (machinery, equipment, workshops, means) and human resources to carry out the theme or project;
- Coordinating the schedule and progress of the theme or project;
- Other provisions under the host organization’s responsibility.
4. Manage allocated funds, ensure sufficient mobilization and timely disbursement of funds from the sources committed in the contract; organize procurement, bidding, and manage machinery and equipment for the theme or project in accordance with current regulations.
5. Comply with reporting policies to the Ministry of Science and Technology (via the Program Office and Board of Directors of Program) as regulated; facilitate and provide full information to supervisory agencies for supervision, inspection, and audit of the theme or project during and after its assessment and acceptance.
6. Organize the management, use, and transfer of the results of the theme or project under the legal provisions.
