This is a notable content of Circular No. 45/2018/TT-BLDTBXH of the Ministry of Labor, War Invalids and Social Affairs of Vietnam regulating the minimum knowledge requirements and capacity standards that learners must achieve upon graduating from intermediate and college levels in the fields of architectural technology, construction works, mechanics, electricity, electronics, telecommunications, and chemistry, effective from February 10, 2019.
Circular No. 45/2018/TT-BLDTBXH of the Ministry of Labor, War Invalids and Social Affairs of Vietnam stipulates the required skills for the intermediate-level Construction Engineering Technology that graduates need to achieve as follows:
- Implementing safety procedures in excavation, scaffolding, working at heights;
- Being able to understand methods for ensuring environmental hygiene, wastewater treatment, and construction waste management.
- Being able to use AutoCAD software for technical drawing in construction; creating drawings according to basic technical drawing standards; drawing different types of projections: plan, elevation, section.
- Being able to calculate the quantities of work in civil and industrial construction; being able to check the load-bearing capacity of basic structural elements; being able to handle situations where the calculated load-bearing capacity is insufficient.
- Being able to implement drawing documents according to the requirements and calculation results of the responsible design staff; developing construction methods, construction schedules, manpower charts, and overall construction layouts.
- Being able to select and use equipment, tools, instruments, specialized tools, measuring instruments in construction; repairing simple electrical equipment to meet technical and safety requirements.
- Measuring and determining reference lines, dimension lines, elevations proficiently for construction of construction items; proficiently performing tasks such as marking reference points, manually excavating trenches, soil excavation; handling simple foundation cases, driving wooden piles, bamboo piles, sand cushion.
- Proficiently carrying out manual and machine concrete mixing, mortar mixing; mixing, transporting, compacting, finishing, and curing concrete.
- Being able to construct certain concrete structures: foundations, columns, beams, floors, walls, and handling concrete joints; constructing certain steel structures: steel columns, steel beams, steel braces, handrails.
- Being able to construct brick and stone structures: foundations, walls, rectangular pillars, continuous wall pillars, circular pillars, ledges, arches, lintels; tiling, ceramic tiling, decorative tiling; plastering walls, ceilings, ledges, cornices, beams, ceilings, door frames; painting, applying putty, installing sanitary equipment, door frames, hinges.
- Being able to use basic information technology according to regulations; applying information technology in some specialized tasks in the industry.
- Being able to use basic foreign languages, achieving level 1/6 according to the Foreign Language Proficiency Framework of Vietnam; being able to apply foreign languages in some specialized tasks in the industry.
