The Ministry of Labor, War Invalids, and Social Affairs of Vietnam issued Circular 47/2018/TT-BLDTBXH on the minimum knowledge volume and required competencies for graduates from intermediate (Level 4 of VQF) and college (Level 5 of VQF) levels in mechanical engineering sectors.

According to the regulation on the minimum knowledge volume and required competencies for graduates from intermediate and college levels in Ship engine repair issued together with Circular 47/2018/TT-BLDTBXH, the minimum skills required for graduates of Garment equipment repair, Level 4 of VQFin Vietnam are specified as follows:
- Be able to use measurement equipment, maintenance tools, repair tools, and restore mechanical parts and mechanical structures in garment equipment;
- Be able to develop inspection, maintenance, repair, adjustment procedures, and replacement plans for parts, part assemblies in single-needle machines, double-needle machines, buttonhole machines, button-sewing machines, and overlock machines according to technical requirements;
- Be able to maintain, repair, and adjust the mechanical parts of single-needle machines, double-needle machines, buttonhole machines, button-sewing machines, and overlock machines according to technical standards;
- Be able to disassemble, assemble, maintain, and repair the power circuit, control circuit, motor, and solenoid in electronic single-needle machines, and electronic double-needle machines, ensuring technical requirements;
- Be able to process, assemble, and adjust hemming gauges, edge-sealing gauges, and continuous hem gauges on single-needle machines according to technical requirements;
- Be able to promptly detect and handle common faults in single-needle machines, double-needle machines, buttonhole machines, button-sewing machines, overlock machines, gauges, and jigs in the garment industry;
- Be able to organize the garment equipment sales process and implement technology transfer for garment factories;
- Properly use personal protective equipment and basic fire prevention tools;
- Be able to read and understand some parameters of commonly used electronic components in garment equipment;
- Be able to use basic information technology as regulated; exploit, process, and apply information technology in professional work in the industry;
- Be able to use basic foreign languages, reaching level 1/6 in the Vietnamese Language Proficiency Framework; be able to apply foreign languages in professional work in the industry.
