In Resolution 129/NQ-CP, the Government of Vietnam has requested the reopening of international commercial flights, ensuring safety and compliance. To be specific:

- The Ministry of Transport of Vietnam will take charge of and cooperate with relevant ministries and agencies in proposing the reopening of commercial international flights between Vietnam and several countries; accelerate the implementation of key transport infrastructure projects such as the investment project in the construction of Long Thanh International Airport, the project to expand Tan Son Nhat International Airport and Noi Bai Airport; and the North-South expressway project in the East.

- The Ministry of Health of Vietnam shall urgently guide people on simple, easy-to-understand, easy-to-implement, and effective COVID-19 prevention measures, ensuring safety against the pandemic; propose COVID-19 prevention plans to cooperate with the Ministry of Transport of Vietnam in gradually reopening international commercial flights, ensuring safety and compliance with the Covid-19 prevention requirements; notably enhancing the capacity for rapid Covid-19 testing at airports, tourist areas, etc; additionally, intensify directives to localities in implementing control measures, thoroughly extinguishing outbreaks, and preventing the wide and prolonged spread of the disease.

The suspension of international commercial flights to serve the pandemic prevention and control has greatly affected not only the travel demand between countries but also significantly impacted Vietnam's economy. The reopening of international commercial flights is to restore the initial stable state and help Vietnamese businesses gradually resume production and business activities to recover after the pandemic. However, the reopening of international commercial flights must be carried out step by step and ensure safety, in line with the evolving situation of the pandemic.

More details can be found in Resolution 129/NQ-CP effective from September 11, 2020.
