On July 16, 2013, the Government of Vietnam promulgated Decree 35/2009/ND-CP on the organization and operation of the Inspectorate of Natural Resources and Environment.

Article 3 of Decree 35/2009/ND-CP specifically stipulates the relationship of the Inspectorate of Natural Resources and Environment in Vietnam as follows:
The Inspectorate of the Ministry of Natural Resources and Environment (hereinafter referred to as the ministerial inspectorate) directly bears the direction of the Minister of Natural Resources and Environment, and at the same time, follows directions, guidance on work, organization, and operations from the Government Inspectorate.
The sub-ministerial inspectorate directly bears the direction of the Director General of the General Department of Land Management and the Director General of the General Department of Environment; and follows directions and guidance on work, organization, and operations from the ministerial inspectorate.
The sub-ministerial inspectorate directly bears the direction of the Director of the Department of Geology and Minerals of Vietnam and follows directions and guidance on work, organization, and operations from the ministerial inspectorate.
The Inspectorate of the Department of Natural Resources and Environment (hereinafter referred to as the departmental inspectorate) directly bears the direction of the Director of the Department of Natural Resources and Environment and follows professional guidance on administrative inspection from the Inspectorate of the province or municipality and professional guidance on specialized inspection from the ministerial inspectorate.
Within the scope of their duties and powers, the Inspectorate of Natural Resources and Environment is responsible for cooperating with other relevant agencies in exercising inspection rights and preventing, detecting, and handling legal violations in the natural resources and environment.
