Under Article 18 of Circular 20/2014/TT-BQP, the training in the management and organization of air traffic operations in Vietnam iis specified as follows:

- The Vietnam Aviation Club organizes training for operators (pilots) of aerial vehicles to issue driving licenses and certificates after completing the training courses.

- The training program shall follow the national technical regulations and international aviation association conventions. The training programs are approved by the Air Defense - Air Force.

- Vietnamese and foreign individuals, who have driving licenses for aerial vehicles issued by foreign training institutions, when flying the same type of aerial vehicle of the Vietnam Aviation Club, must have adequate training documentation and certificates and must undergo a pre-flight check.

- The authority to issue flight permits, driving licenses, and certificates follows the regulations of state regulatory documents, the Air Defense - Air Force, and international aviation association organizations. In case of training at foreign aviation clubs, those driving licenses must be inspected and validated by the Vietnam Aviation Club.
