This is an important provision stipulated in Circular 09/2011/TT-BVHTTDL on the content of scientific dossiers for the ranking of historical-cultural monuments and famous landscapes issued by the Ministry of Culture, Sports, and Tourism of Vietnam on July 14, 2011.

Article 4 of Circular 09/2011/TT-BVHTTDL stipulates the scientific dossier of a monument and the archival of dossiers in Vietnam as follows:
- The scientific dossier of a monument in Vietnam must include all components as specified in Clause 2, Article 13 of Decree 98/2010/ND-CP dated September 21, 2010, of the Government of Vietnam detailing the implementation of certain articles of the Law on Cultural Heritage and the Law on Amendments to the Law on Cultural Heritage. To be specific:
- Application form for ranking by the owner or entity assigned to manage the monument;
- Historical record of the monument;
- Map of the location and directions to the monument;
- Master plan drawing of the monument at a scale of 1/500, floor plans, elevations, cross-sections, structural details, and representative architectural carvings at a scale of 1/50;
- Collection of colored photos detailing the monument, relics, antiquities, and national treasures related to the monument in sizes of 9cm x 12cm or larger;
- Inventory of relics, antiquities, and national treasures related to the monument;
- Rubbings, translations of inscriptions, couplets, grand words, and Han Nom documents or materials in other languages found at the monument;
- Minutes and maps outlining the protected zones of the monument with certified seals from the People's Committee at various levels, the natural resources and environment authority, and the Department of Culture, Sports and Tourism;
- Proposal for ranking the monument as specified in Clause 12, Article 1 of the Law on Amendments to the Law on Cultural Heritage.
- The scientific dossier of a monument is archived by the owner or entity assigned to manage the monument, at the commune-level People's Committee, district-level People's Committee, Department of Culture, Sports and Tourism, and the Cultural Heritage Department (for monuments ranked at the national and special national levels).
- The electronic scientific dossier of a monument is encouraged to be archived together with the physical dossier, in compliance with the form and standards specified in Chapter II of this Circular.
Specifically, the entities required to compile a scientific dossier of a monument include Construction works, sites, natural landscapes, and natural areas listed in the monument inventory of the province or centrally run city as specified in Clause 14, Article 1 of the Law on Amendments to the Law on Cultural Heritage, meeting the criteria stipulated in Article 28 of the Law on Cultural Heritage as amended and supplemented at Clause 9, Article 1 of the Law on Amendments to the Law on Cultural Heritage.
