This is a content recently amended in Circular No. 08/2018/TT-BKHDT on amendments and supplements to periodic reporting regulations of several circulars under the state management of the Ministry of Planning and Investment of Vietnam.
Currently, the project owner of a program/project funded by ODA or concessional loan is responsible for preparing a report on the implementation of the program/project to the governing body, the Ministry of Planning and Investment, the Ministry of Finance, relevant Ministries and the People’s Committee of the province where the program/project is executed.

Specifically, according to Clause 2 Article 1 of Circular No. 08/2018/TT-BKHDT of the Ministry of Planning and Investment of Vietnam, which amends Article 24 of Circular No. 12/2016/TT-BKHDT, regulations on reporting the use of ODA or concessional loans by the governing body are as follows:
Within 20 days after the end of the first 06 months and 30 days after the end of the year, the project owner shall submit a physical and electronic report on raising, receipt and use of ODA and concessional loans, result of execution of programs and projects funded by ODA and concessional loans under their management according to Form IV-GSDG 5 in Appendix IV enclosed herewith to the Ministry of Planning and Investment and the Ministry of Finance, and update it on the public investment information system of the Ministry of Planning and Investment.
