Circular 40/2014/TT-BGDDT specifically stipulates the conditions regarding lecturers, facilities, and equipment required for the training program for Integrated irrigation, Level 4 of VQF in Vietnam as follows:

To implement the training programs efficiently and with quality, the training institution must have a sufficient number of lecturers both in quantity and quality.

- The lecturers must meet the standards as prescribed by the Law on Education and the current regulations on intermediate professional schools;

- The number of lecturers must ensure an appropriate student/lecturer ratio according to the regulations, in which the full-time lecturers of the subjects must account for at least 70% of the teaching load of the training program;

- In addition, the lecturers participating in teaching and guiding practices must possess computer skills, foreign language skills, and practical experience in irrigation to effectively support and serve the teaching and research activities.

To ensure training quality, when implementing the training programs for Integrated irrigation, apart from the common physical facilities and equipment, the training institution must prepare the following practice areas:

- Specialized computer practice room;

- Hydraulic experiment laboratory;

- Technical drawing practice room;

- Measurement and mapping practice room;

- Electrical practice room;

- Pump equipment practice room;

- Construction materials practice area;

- Construction machinery practice area;

- Construction practice area;

- Practice area for pumping stations, canals, and other irrigation structures.
