Recently, the Ministry of Education and Training of Vietnam issued Circular 40/2014/TT-BGDDT regarding the framework for intermediate professional education program in the following groups of industries: Agriculture; Forestry.
Vietnam: Regulations on lecturers and facilities for Agricultural and Rural Development, Level 4 of VQF (Illustrative Image)
Circular 40/2014/TT-BGDDT specifically stipulates the conditions regarding lecturers, facilities, and equipment required for the training program for Agricultural and Rural Development, Level 4 of VQF in Vietnam as follows:
To effectively implement the training program with quality outcomes, the training institution in Vietnam must have adequate lecturers in both quantity and quality.
+ The lecturers must meet the standards as prescribed by the Education Law and the current regulations of the Intermediate Professional School Charter.
+ The number of teachers must ensure an appropriate student/teacher ratio as per regulations, wherein the core lecturers of the departments must cover at least 70% of the training program's workload.
+ Additionally, teachers participating in teaching must have proficiency in Computer Science, Foreign Languages, and practical experience in rural agricultural development to support teaching and research activities.
To effectively implement the training program with quality outcomes, in addition to the shared facilities, equipment, and teaching aids for all training disciplines, the training institution must prepare the following practice and internship venues:
+ Informatics practice room.
+ Project and rural development plan practice room.
+ Library with sufficient textbooks and training materials.
+ On-campus or off-campus facilities (farms, villages, communes, and other places) equipped for practicing and interning in modules such as General Crop Cultivation, General Livestock Farming, Rural Assessment, Socio-economic Statistics, Household Economics and Farm Management, Agricultural Extension, Rural Development Planning, and Rural Development Projects.
