This is the main content stipulated in Circular 158/2011/TT-BQP regarding the implementation of policies related to the care of retired military officials, issued by the Minister of National Defense of Vietnam on August 15, 2011.

According to Article 4 Circular 158/2011/TT-BQP, the regulations on convalescence vacation for retired military officials in Vietnam are stipulated as follows:
- Retired military officials at the rank of Major General or higher are issued family invitations for convalescent vacation once a year; other Entities specified in Clause 1, Article 2 of this Circular are issued family invitations for convalescent vacation once every two years at the Military Convalescence Delegation.
- Annually, the Ministry of Defense issues 7,050 invitations (30% for individual invitations, 20% for family invitations) to invite Entity 2 or lower for convalescence at the Military Convalescence Delegation; priority order is given to those with significant contributions, those who contributed to the revolution, three-period officials, and those with higher ranks and positions.
- Retired military officials with invitations for convalescent vacation are arranged accommodation as stipulated for officials of the same rank and position currently serving; veteran revolutionaries, pre-revolution officials, and three-period officials have arranged accommodation as for Colonel-rank officials.
- Retired military officials are invited to convalesce at the Military Convalescence Delegation within a radius of no more than 600km from their place of residence to the Convalescence Delegation.
- Retired military officials with family invitations may have up to 04 accompanying persons; accompanying persons must arrange their own transportation and food expenses.
- Convalescence duration: For individual invitations is 10 days; for family invitations is 07 days.
- Entity 1 receives an annual allowance equal to level 1 for active-duty officials; in 2011, it was 930,000 VND/person. When going for convalescence, officials pay for food to the Convalescence Delegation according to the stipulated meal allowance.
- Invitations for Entity 2 and below equivalent to level 2, type 2A as for active-duty officials; in 2011, it was 840,000 VND/person.
- Entities with family invitations; individuals with single invitations (not with the Unit) going for convalescence if arranging their own transportation or using public transportation (bus, train, boat) will be reimbursed for travel expenses for both round trips according to the normal ticket price at the time of reimbursement, with a total distance not exceeding 1,200km. Travel expenses are directly reimbursed by the Convalescence Delegation where the official resides. Annually, the Convalescence Delegation is allocated a budget to support travel expenses; Units are settled according to actual expenditure.
- Entities with individual invitations arranged by the Provincial, City Military Command to go for collective convalescence; travel expenses are provided according to the number of allocated invitations annually for the Provincial, City Military Command.
