Vietnam: Regulation on tasks of the Department of Treatment Management of Centers for HIV/AIDS Prevention and Control

On March 04, 2015, the Ministry of Health of Vietnam issued the Circular No. 02/2015/TT-BYT on functions, tasks, powers and organizational structure of the Centers for HIV/AIDS Prevention and Control in the provinces and central-affiliated cities.

According to the Appendix issued together with Circular No. 02/2015/TT-BYT of the Ministry of Health of Vietnam, tasks of the Department of Treatment Management of Centers for HIV/AIDS Prevention and Control of provinces and central-affiliated cities are specified as follows:

- Develop an action plan in the field of HIV/AIDS treatment and care and send it to the Planning and Finance Department for synthesis, submission to competent authorities for approval and implementation after approval;

- Coordinate with relevant units to carry out activities to prevent mother-to-child HIV transmission and HIV coordination;

- Direct and coordinate with relevant units to organize the inspection, monitoring and supervision of the support, care and treatment of HIV-infected people, and post-exposure prevention of HIV at medical facilities in the province;

- Coordinate with relevant units in providing treatment for HIV-infected people in compulsory education institutions, reformatory schools, prisons, detention camps, centers for medical treatment, education and social labor;

- Act as the focal point for building a network and organizing the implementation of technical assistance on HIV/AIDS care and treatment;

- Manage, coordinate and organize the implementation of care and support activities for people living with HIV at home and in the community;

- Develop anti-HIV drug plans, manage, coordinate and monitor the use of anti-HIV drugs and opportunistic infections drugs for the treatment of AIDS patients;

- Preserve and manage equipment and books in service of the treatment of patients according to the provisions of law;

- Coordinate with relevant units in training, scientific research, professional retraining in HIV/AIDS treatment and care for the Center's staff and lower levels;

- Comply with the statistical and reporting regime as prescribed by law;

- Perform other duties and powers assigned by the Center Director.
