On August 15, 2011, the Minister of Defense of Vietnam issued Circular 158/2011/TT-BQP to implement policies related to the care of retired military officials.

According to Article 7 of Circular 158/2011/TT-BQP, the regulation on information and payment of hardship allowance for retired military officials in Vietnam are stipulated as follows:
Beneficiaries:
- Officers holding the rank of Major General or higher;
- Officers holding the rank of Colonel with a salary level of 668 dongs according to Decree No. 235/HDBT dated September 18, 1985, by the Council of Ministers (now the Government of Vietnam) on salary policy improvements for workers, public employees, and armed forces (hereinafter abbreviated as Decree No. 235/HDBT);
- Officers holding the rank of Colonel who received a second pay rise with a coefficient of 7.2 according to Decree No. 25/CP dated May 23, 1993, by the Government of Vietnam on temporary salary policies applicable to administrative officials and public employees and armed forces (hereinafter abbreviated as Decree No. 25/CP); or a coefficient of 8.6 according to Decree No. 204/2004/ND-CP dated December 14, 2004, by the Government of Vietnam on salary policies applicable to officials and armed forces (hereinafter abbreviated as Decree No. 204/2004/ND-CP);
- Officers who were formerly Commanders or Political Commissars of the Army Corps; Commanders or Political Commissars of branches; Directors of departments with functions overseeing the entire army and equivalents or higher; or with a leader allowance coefficient of 0.9 or higher according to Decree No. 25/CP or 1.1 or higher according to Decree No. 204/2004/ND-CP.
Benefits:
- Receive funding to purchase the People's Army Newspaper, including daily editions, weekend editions, and the "Events and Witnesses" journal.
- Entities mentioned in points b, c, d, clause 1 of Article 2 of this Circular, if they fall ill or suffer an accident requiring long-term treatment at a hospital (from 20 days or longer), will receive allowances no more than twice a year, with each allowance at 500,000 dong.
Beneficiaries:
- Officers holding the rank of Colonel with a salary level of 655 dongs according to Decree No. 235/HDBT; Colonels who received a first pay rise with a coefficient of 6.85 according to Decree No. 25/CP or 8.4 according to Decree No. 204/2004/ND-CP;
- Officers who were formerly Deputy Commanders or Deputy Political Commissars of Army Corps; Deputy Commanders or Deputy Political Commissars of branches and equivalents; or have a leader allowance coefficient of 0.8 according to Decree No. 25/CP or 1.0 according to Decree No. 204/2004/ND-CP.
Benefits:
Receive funding to purchase the People's Army Newspaper, including daily editions, weekend editions, and the "Events and Witnesses" journal.
Note: The price of some newspapers is calculated at the time of the first quarter of each year. Entities 1 and 2 retiring in any month of the year receive the funding to purchase the People's Army Newspaper from that month (the month they receive their pension), according to the newspaper prices at the time of granting of funding. The managing units will finalize according to actual expenditures, requiring oficilas to sign for receiving and clearly stating their full name with a copy of the pension decision.
