Vietnam: Recognition of 9 communes in coastal and island areas to be relieved from the particularly difficult situation

The Prime Minister of Vietnam has recognized 9 particularly difficult communes in coastal, seaside, and island areas from 2021-2025 to be out of the particularly difficult situation at Decision 576/QD-TTg dated June 28, 2024.

On June 28, 2024, the Prime Minister of the Government of Vietnam issued Decision576/QD-TTg recognizing 9 particularly difficult communes in coastal and island areas in the period 2021 - 2025, that have overcome particularly difficult conditions and officially removed from the list of particularly difficult communes in coastal and island areas in the period 2021 - 2025 as stipulated in Annex II attached to Decision 353/QD-TTg dated March 15, 2022, approving the list of poor districts, particularly difficult communes in coastal and island areas in the period 2021 - 2025, as follows:

- 03 communes in Thua Thien - Hue Province: Dien Huong Commune and Phong Chuong Commune in Phong Dien District; Phu Dien Commune in Phu Vang District.

- 01 commune in Long An Province: Phuoc Vinh Dong Commune in Can Giuoc District.

- 04 communes in Ben Tre Province: An Thuan Commune, Binh Thanh Commune and My Hung Commune in Thanh Phu District; An Thuy Commune (now Tiem Tom Town) in Ba Tri District.

- 01 commune in Soc Trang Province: Nhon My Commune in Ke Sach District.

Meanwhile, the Prime Minister also assigns the People's Committees of Thua Thien Hue, Long An, Ben Tre, and Soc Trang Provinces the responsibility to announce Decision576/QD-TTg; direct the People's Committees of the mentioned communes, and the People's Committees of the relevant districts, to continue maintaining and improving the quality and results achieved based on the criteria for particularly difficult communes in coastal and island areas during the 2021 - 2025 period, with special emphasis on criteria such as the rate of poor households and near-poor households, and infrastructure access to basic social services for residents to ensure sustainability after overcoming particularly difficult conditions.

Criteria for identifying particularly difficult communes in coastal and island areas

The criteria for poor districts, particularly difficult communes in coastal and island areas for the period 2021 – 2025 are specified in Article 4 of Decision 36/2021/QD-TTg as follows:

(1) Communes with boundaries adjoining the coastline or islands, coasts, lagoons, peninsulas, and islands that have a poverty rate and a near-poverty rate of 15% or higher according to the multidimensional poverty standard for the period 2022 - 2025; and communes affected by continuous saline intrusion for 03 months or longer in a year with a poverty rate and a near-poverty rate of 12% or higher according to the multidimensional poverty standard for the period 2022 - 2025.

(2) Lacking (or not achieving) at least 3 out of 9 basic social service infrastructure facilities specifically:

- The commune does not meet the national health criteria according to the Ministry of Health's regulations.

- Infrastructure of the preschool, primary school, or secondary school does not meet the level 2 national standards as per the Ministry of Education and Training's regulations.

- The proportion of solid preschool and kindergarten classrooms according to the Ministry of Education and Training's regulations is below 75%.

- There are no cultural houses or multi-purpose halls and sports grounds serving the cultural and sports activities of the entire commune according to the Ministry of Culture, Sports and Tourism's standards.

- The proportion of households with access to clean water according to the Ministry of Health's regulations is below 85%.

- The proportion of households using sanitary toilets according to the Ministry of Health's standards is below 70%.

- The proportion of km of main roads of communes and inter-communes that are asphalted or concreted according to the technical standards of the Ministry of Transport is below 85%.

- The proportion of km of main roads in hamlets and villages that are solidified according to the technical standards of the Ministry of Transport is below 75%.

- The proportion of km of main in-field roads that are solidified, allowing convenient access to mechanized vehicles according to the technical standards of the Ministry of Transport, is below 40% (specifically below 30% in the Cuu Long River Delta).
