Vietnam: Receive the application for the title of "Labor Hero" before August 15

According to Article 29 of the Circular No. 04/2020/TT-BXD of the Ministry of Construction of Vietnam, agencies and units send commendation dossiers to the Ministry of Construction (Department of Organization and Personnel - Standing Agency of the Emulation and Commendation Council of the Ministry of Construction) together with electronic documents (in \\.doc for reports, lists, summary reports of achievements; in .pdf for other relevant documents) to email: tdkt@moe.gov.vn (in case of sending by post, the time is calculated according to the postmark) with the time specified as follows:

- The time to receive applications for commendation according to merits and achievements:

+ Title “Labor Hero”: Receive the application for commendation before August 15 of the year adjacent to the year in which the Construction Industry Patriotic Emulation Congress is held.

+ Title “National Emulation Fighter”: Receive the commendation proposal before June 15 every year. The time to submit to the Ministry of Construction for consideration and submission to the Prime Minister for consideration and award of the title of "National Emulation Fighter" is the year adjacent to the year of the decision on recognition of the title of Emulation Fighter of the ministerial-, branch-, provincial- or central mass organization-level.

+ Forms of Orders, medals, “Prime Minister's Diploma of Merit”: Receive the commendation proposal before April 15 every year. For educational and training institutions, receive commendation dossiers before August 15 every year.

+ Titles of "Government's Emulation Flag", "Emulation Flag of the Ministry of Construction": Receive the commendation proposal before February 15 every year. 

+ Titles of “Emulation Fighter of the Construction”, "Excellent Labor Collective", “Diploma of Merit of the Minister of Construction”: Receive the commendation proposal before March 15 every year. For education and training institutions: Receive commendation dossiers before August 15 every year.

+ Titles of "Advanced Labor Collective", "Grassroots-Level Emulation Fighter", "Advanced Laborer" (for Departments, Offices of the Party - Union): Receive commendation dossiers before February 15 every year.

- Time to receive the application for consideration and award of the “Commemorative medals for the cause of construction":

+ Phase 1: Receive commendation dossiers before March 15 every year;

+ Phase 2: Receive commendation dossiers before August 15 every year.

- Time to receive application for extraordinary outstanding commendation, commendation in batches, by topic: Units shall submit dossiers of request for commendation within 15 days after collectives and individuals have made outstanding achievements or after the end of the emulation or thematic work.

- Time to receive the application for commendation for the dedication process: The time when the units submit to the Ministry of Construction for consideration and submission to the State for commendation for the dedication process after receiving the decision to announce the individual's leave.

- Time to receive the application for external commendation and other cases: Receive the application for commendation 20 working days before the expected date of awarding.

- For the State honorable titles and noble awards, the reward process and procedures shall comply with the provisions of the Law on Emulation and Commendation of Vietnam, Decree No. 91/2017/NĐ-CP, Circular No. 12/2019/TT-BNV and relevant legislative documents.
